This paper, based on China's REE industrial status, applies SWOT to analyze the current status of REE industrial Development in Inner Mongolia, studies its pros and cons, opportunities, issues and presents recommendations. Inner Mongolia possesses abundance of REE resources and has formed an entire industrial system from mining, beneficiation, metallurgy, fine processing, new materials to applications. Inner Mongolia is the largest REE producing base and supply base in China, of obvious predominance in raw materials reservation, industrial base and locality, but of issues in low comprehensive REE use ratio, environmental pollution and insufficient innovation. This paper presents suggestions on governmental controls in promoting REE's sustainable development, on boosting companies' research ability and cooperation with universities and institutes, and on intensifying protection on REE and environment.

Variance of resources and environment determines the depth and extension of human activities, but previous studies disdained the variance of regional economic growing model to geographic environment. This paper, based on Harold-Thomas model, establishes a regional economic growth model including geography. A quantitative study on China via regression method shows spatial distance and terrain play a vital role in regional economic growth, with bigger effect of the former than the latter while the latter prevails in central-western China. This verifies the regional economic growth model including geography and the existence of terrain's effect on regional economic growth.

This paper comprehensively analyzes the insufficiencies in protecting and planning the basic farmlands, presents some views regarding the planning system, adjustment principles and controlled partition in the new general land utilization planning. Our study indicates that every national-, provincial-, municipal-, and town-level plannings shall embody the basic farmland layouts which can not be decreased in the mean levels during adjustment. The controlled partition can be classified into two types, the basic farmland protection zone and basic farmland dense zone. Rational farmland layouts and controlled partition are a key means to maintain the scientificity and practicability of planning.

Check of productive capacity of farmlands is an extension of graduation. The farmland productive capacity includes three levels, theoretic productive capacity, feasible productive capacity and actual productive capacity. This paper, by establishing some functions between theoretic unit production of standard crop and natural quality of farmland graduation, and between feasible unit production of standard crop and utilization index, verifies the theoretic unit production, feasible unit production, and based on this, the regional theoretic unit production, regional feasible unit production. The actual productive capacity of farmlands is verified mainly according to the unit production of specified crops in area. Taking a case study on Kaifeng county, Henan province, this paper verifies the productive capacity of farmlands and discusses some related technical questions.
